Tattoos, or "ink" or "tats" have been around for centuries. A form of body modification that is created by injecting ink into the skin, tattoos for a long time had a negative connotation, often being associated with criminals.

Today, that perception has changed as it has become more and more acceptable. A recent study showed that 14% of all adults in the United States have at least one tattoo, with 32% of people between the ages of 25 and 29 sporting some type of ink.

Since the 1970s, tattoos have become a mainstream part of Western fashion, common among both sexes, to all economic classes, and to age groups from the later teen years to middle age. For many young Americans, the tattoo has taken on a decidedly different meaning than for previous generations. The tattoo has "undergone dramatic redefinition" and has shifted from a form of deviance to an acceptable form of expression. - Wikipedia

And here in Sioux Falls, people are more than happy to share that expression.
